The Eurodyssey programme is governed by Statutes and Rules of Procedure.
This provides all parties with a functioning structure, detailing the objectives, missions, values, principles, practical management, coordination and responsibilities surrounding the programme. Governance & Coordination
Eurodyssey is governed by two guiding principles: autonomy and the Regions’ capacity for innovation. As an interregional programme, it aims to foster a European consciousness, to promote a Europe of Regions and to encourage regional companies to offer work placements to young trainees.
The Assembly of European Regions (AER), coordinates the programme since its launch in 1985, in partnership with the Regions that are active in Eurodyssey. The AER is responsible for the general framework conditions of the programme as well as its general development and promotion. The Eurodyssey regions are in charge of the youth exchanges and the application procedures.
The Eurodyssey programme is represented and managed by the Eurodyssey Presidency and Steering Committee, together with the AER Secretariat.
The Eurodyssey Regions have established representation and management structures through the annual Eurodyssey Forum and the Eurodyssey Steering Committee.

Application process – Conditions, eligibility, practicalities…
If you represent a region, and wish to apply to join the Eurodyssey programme, please contact the Programmes Coordinator at the AER Secretariat.
They will come back to you to answer your potential questions, and to provide you with the necessary documents (letter of intent, questionnaire for candidate regions, etc.).

The Region’s commitments
- The Region must abide by the Eurodyssey Statutes and Rules of Procedures.
- The Region must possess sufficient human and financial resources to carry out these exchange programme.
- The Region ensures the proper working and coordination of Eurodyssey over its territory and in its relations with the other regions.
- The Region keeps the Eurodyssey Secretariat informed of how the programme is progressing in its territory.
- The Region promotes the Eurodyssey programme and contributes to the development of European and regional consciousness.
Autonomy
- The Region is free to define its own method for managing the programme, provided that this method complies with the basic rules and regulations.
- The Region is free to choose its own financing criteria and may request European funds in order to co-finance the system
Reciprocity
- Each Region finances incoming European trainees and undertakes to send its own trainees to other European Regions.
- Eurodyssey Secretariat, in partnership with AER, takes out a civil liability, personal accident, and repatriation insurance policy on behalf of the trainee.
Network
- Eurodyssey relies upon a network of partners organised between the Regions: exchanges of experience, mutualisation of practices and interregional cooperation.
Hosting young trainees
- Finding and liaising with reliable companies / host organisations for the trainees.
- Organising and financing a language course for the trainees.
- Making sure that the trainees have the appropriate health insurance when starting their traineeship (European Health Insurance Card). The additional international health / accident / repatriation / civil liability insurance is provided by the AER.
- Providing a monthly remuneration to the trainees (whether it’s a scholarship, grant, salary, stipend, compensation…).
- Providing a traineeship convention (convention de stage) between the parties (region, trainee and host organisation).
- Following up and evaluating the trainees.
- Helping the trainees to discover the Region and its culture.
Sending young trainees
- Informing young people / potential candidates about the programme in the region (e.g. Student Fairs, Job Fairs, Mobility Fairs, general communication…).
- Selecting trainees applying through the website .
- Checking the trainees’ social security cover.
The companies / host organisations’ – Practicalities & Commitments
- The Eurodyssey programme is open for organisations (businesses, associations, administrations), private or public, in all sectors and of all sizes, based in the participating regions.
- The programme targets young Europeans (18-30 years old) residing in the participating regions of the Eurodyssey programme.
- It offers paid traineeships (between 3 and 7 months), language course included.
- The trainees are paid by the regions. The host organisation may be required to provide meal vouchers and public transportation reimbursement to the trainees.
- The Eurodyssey programme provides host organisations with trainees looking for a (first) work experience abroad after their graduation or vocational training, eager to apply and develop their skills and knowledge through the programme. Host organisations are expected to support the trainees in this regard, while benefitting from the skills they bring.
- The host organisations commit to mentor / tutor the trainee, to give them meaningful, clearly defined tasks, to integrate them well in the organisation, to help them apply and develop their skills, to follow up with and evaluate them and evaluate them.
- Eurodyssey is a qualitative programme, selecting quality traineeship offers submitted by organisations, aiming at providing young people with a meaningful work experience abroad, developing their skills and international comfort. Incomplete or unclear traineeship offers, raising doubts about the tasks and mentoring that would be provided to the trainees, will not be considered.
- The host organisation will sign a traineeship convention with the trainee and the region.
The Youth – Applicants & Trainees
Conditions
- The programme targets young Europeans (18-30 years old) residing in the participating regions of the Eurodyssey programme.
- It offers paid traineeships (between 3 and 7 months), language course included.
- Young people who meet the eligibility criteria can apply to the traineeship offers, through the website.
- Their applications will then be reviewed by the regions and companies.
- If selected, following an interview, and after signing the traineeship convention and insurance certificate, the trainees will be ready to start their Eurodyssey experience!
